LAHORE: In what appeared to be a bizarre and hasty move by the Pakistan Tehreek-i-Insaf (PTI)’s Punjab government, the notification of reshuffles of the Capital City Police Officer Lahore and the Regional Police Officer Bahawalpure were ‘withdrawn’ on Wednesday.
Deputy Inspector General of Police Zulfiqar Hameed, who was posted CCPO Lahore on October 28, has been relieved of his duty while Additional IG B A Nasir has been allowed to continue with the same post, he had officially quit a couple of days ago, till the completion of Hameed’s National Management Course on Dec 15, 2018. The previous notification of Hameed was held in abeyance.
Nasir was transferred from the post of CCPO Lahore on October 28 and was posted Additional IG Logistics Punjab at the Central Police Office.
In another important development, newly-pointed RPO Bahawalpure Sohail Habib Tajik has been transferred and posted DIG VVIP Security Special Branch Punjab vice DIG Imran Mahmood who was transferred and posted RPO Bahawalpure.
However, the notification issued by the Services & General Administration Punjab on Thursday speaks about the partial modification in the notification issued in October 28 despite the fact that both officers Hameed and Tajik assumed charge of their posts and performed their duties.
The media wing of CCPO Lahore released news and photographs of his official activities. The farewell photograph of B A Nasir was also released to media.
Technically speaking, a police source, said the government should have issued a notification of fresh transfers and postings instead of partial modification.
He said for example if B A Nasir has been allowed to continue as CCPO Lahore it means he remained the city police chief from Oct 28 onward and could be held responsible for any untoward situation in the capital city district. The source said similarly Sohail Hbaib Tajik, who has reportedly been transferred after a renowned English publication highlighted his name in the list of those Pakistanis having their properties in Dubai, assumed the charge of RPO Bahawalepur reportedly on Oct 30 and carried out his duties. However the Oct 31 notification says: ‘In partial modification of para 9 of the department’s notification of even number dated Oct 28, 2018. Sohail Hbaib Tajik (PSP/BS-20), RPO Sheikhupura, is transferred and posted as DI VIP Security Special Branch Punjab Lahore vice Imran Mahmood transferred.” The notification further says: “Imran Mahmood (PSP/BS-20), DIG VVIP Security, Special Branch, Lahore, is hereby transferred with immediate effect and posted as RPO Bahawalpure vice Captain (retired) Muhammad Faisal Rana transferred. Mr Rana was transferred and posted DIG Research and Development Punjab in Oct 28’s notification.
“It appears the provincial government has haphazardly issued the notification without realizing the legality of assumption and relinquishment of charge and necessary official protocols”, comments a senior police officer.
He is of the view that keeping in view the abrupt transfers of police officers like previous IG Punjab Muhammad Tahir (who was transfred after a month of his posting), the PTI government apparently avoided issuing new notification to avoid similar embarrassment. Another officer says the new notification will apparently declare previous actions of transferred officers null and void.
In case of Zulfiqar Hameed’s case, he is of the view that usually the government does not post an officer in field if he/she is engaged in promotion-related course rather appoints them in offices as a part of attachment for perks and privileges.
“The government could have appointed Mr Hameed after the completion of his course”, he wondered.
