PLRA sacks four officials over corruption

LAHORE: The Punjab Land Record Authority (PLRA) has terminated four of its employees from service over allegations of corruption, misconduct, The Business has learnt here on Tuesday.

Those terminated from service are Assistant Director Land Record ARC, Bahawalpur Rai Muhammad Kashif, Land Record Officer ARC, Sahiwal, Syed Nayyer Abbas, Service Centre Officials ARC, Sahiwal Aswad Iqbal and Service Centre Officials ARC, Bahawalpur Sajjad Sarwar.

It has been said that there had been a number of complaints against the staff of ARC Sahiwal who were facing a lot of difficulties in getting their documents processed.  DC Sahiwal Muhammad Zaman Wattoo informed the PLRA central office in Lahore following which ADO (C&S) Muhammad Shafiq paid a surprise visit to the centre and found that all complaints were genuine.

In a written letter to DG PLRA, DC informed that the staff of ARC caused loss to the tune of Rs 23 million approximately by attesting undervalued mutation no 1143 in Chak No 135A/9L tehsil Sahiwal.

In this regard, a regular inquiry was initiated under PEEDA ACT against the Mubasher Watto ADLR, Syed Nayyer Abbas Shah LRO, Aswad Iqbal SCO and Ghulam Murtaza SCO of ACR, Sahiwal to probe into the matter.

According to the report, Aswad Iqbal SCO in collusion with Ghulam Murtaza SCO entered mutation no 4311(gift) dated December 10, 2019, in a Chak no 135A/9L tehsil Sahiwal while Syed Nayyer Abbas Shah ADLR attested it.

It revealed that the said mutation was attested as agriculture land for a consideration of Rs 142.1 million whereas the land was partially commercial. That out of 86K-11M land mutated through said mutation as land measuring 46K-17M falling in Khara No 15//16/1, 16/2, 23, 24, 25/1, 25/1, 25/2 and 16//1, 2, 3, 4 had already been declared commercial.

It stated that a petrol pump, hotel, and marquee had been constructed on the land and the said land was included in the rating area and were to be transferred through the registered deed.

By testing the illegal and undervalue mutation No 1142, Aswad Iqbal, Ghulam Murtaza and Nayyer Abbas Shah caused 23 million to the government exchequer in terms of mutation fee, covered area fee, CVT, advance text and Zila council fee in collusion with the parties to said the mutation was malafide intention by taking heavy bribe from them and for their ulterior motives.

According to the record of the division of work between ADLRA and LRO, chak no 135A/L was allocated to Mubasher Watto ADLR but the mutation no 1143 was attested by Syed Abbas Shah LRO beyond his jurisdiction, the documents further revealed.

It further revealed that a fair chance was provided through the chance of cross-examination to Aswad Iqbal and Nayyer Iqbal to disapprove the charges during inquiry but both officials failed to prove themselves innocent.

Finally, they admitted the charges before the inquiry team during the investigation. On the recommendations of the inquiry officer, DG PLRA Moazzam Iqbal Sipra being a competent authority and in the exercise of powers conferred under section 13 of PEEDA Act, terminated the Nayyer Iqbal LRO and Aswad Iqbal SCO from the services whereas the Mubasher Watto ADLRA and Ghulam Murtaza were exonerated from the charges.

Moreover, the two other officials of PLRA of ARC, Bahawalpur Sadar included ADLR Rai Muhammad Kashif and SCO Sajjad Sarwar were terminated from service after proven corruption charges against them. While taking a lenient view, minor penalties of a fine of one-month gross pay and censure were imposed upon Mohsin Mumtaz Watto and Muhammad Ijaz Khan SCO.

The report revealed that Rai Kahif attested the mutation no 731&718 in Muza 26 BC and illegally sold out the land of a minor namely Nimra Bibi. He had sent at-least 61 wrong reports of the nomination of Ahle Commission as these wrong reports were reported from November 2019 to June 2019. Rai Kashif along with LRO, ARC Bahawalpur also tested several undervalued mutations. In this regard, Ijaz Ahmed didn’t implement a stay order in the mutation.

Similarly, all these three-officials of ACR, Bahawalpur had gifted a new car (Suzuki cultus, model-2019 grey color) to an officer at PLRA Headquarters Lahore.
