Misappropriations in NBP Cooperative Housing Society

LAHORE: National Accountability Bureau (NAB) has taken initiated
investigations against the Managing Committee of National bank of
Pakistan (NBP) Cooperative Housing Society after Daily The Business
ran a story with the headline, “Misappropriations in NBP Cooperative
Housing Society” last week.

Following the story was run in The Business, the NAB has directed the
affectees of the Housing Society to come to the Bureau with evidences
and applications so that a thorough investigation could be conducted
in this regard.

The affectees were director to apply in the name of Director Nab
Lahore. When the The Business confirmed the NAB official sources also
confirmed the speedy investigations and action thereafter.

The Business story read National Bank of Pakistan (NBP) Officers
Cooperative Housing Society management has deprived a late member’s
widow and a patient of chronicle kidney disease daughter of the
membership of a plot number 910 in the housing society.
Alveena Jahangir, a daughter of Muhammad Jahangir told Daily The
Business that her father Muhammad Jahngir son of Nawab Din took
membership of a plot number 910 in NBP Officers Cooperative Housing
Society. She said that her father paid Rs 25000 for 10 merlas of a
plot on 24 July, 1991 and later on April 29, 1993 he died of heart
attack. She said that her mother also died on February 8, 2002 and she
(Alveena) had no sources of income beside she also fell prey to
chronicle disease including kidney failure and sugar which proved a
big drain on her sources.

She said that she lost her saving to the diseases and her financial
position and health further deteriorated forcing her to suffer from
acute miserable conditions. “Finally I applied for Qaza-e- Hassna from
the NBP) Officers Cooperative Housing Society so that I could get my
treatment. I
pledged to return the money as soon as possible,” Alveena said adding
that after a few days when she went to return the money to the society
she was informed that the society had cancelled the membership of plot
number 910 in her family’s favour. “When I asked the reason for the
cancellation I was given a letter and asked to leave the place,” she
said, adding that she at the same day applied for her membership’s
restoration but the society has never replied her in this regard.
She said that if her family plot membership is not restored she would
move the court and National Accountability Bureau (NAB). When Daily
the Business contacted NBP Officers Cooperative Housing
Society President Khwaja Sarda said that he took over the reign of the
society two years ago and now the society members are close to
construct their house and that no membership is illegally revoked.
It is pertinent to mention here, earlier Anti-Corruption Department
has recommended FIR against five office bearers of National Bank
officers Cooperative Housing society for embezzlement in 40 crore
developmental funds of the society near Defence Housing Authority.
Sources said that anti corruption department initiated an inquiry
against the office bearers of the society upon alleged embalmment in
the society’s developmental funds eight month ago.

According to the complainant the office bearers had collected millions
of rupees from the members of the society in the name of development
charges but no work was done. The inquiry was initiated on the
complaint of one of the society members who accused the office bearers
of misappropriation in the society’s funds by the office bearers
including Society president Sardar Khawaja, vice president Salim Butt
and Secretary Usman Khokhar. Similarly, the complainant also accused
Treasurer Muhammad Akhtar, executive member Abdul Moiz Sheikh, Imran
Idrees, Javaid Butt, Molvi Munir Ahmed, Muhammad Qasim and Assistant
Registrar Cooperative Societies Moazzam Ali Butt of their involvement
in the misappropriation of the developmental funds of the society.
Anti-corruption Lahore Region Assistant director investigations
Muhammad Maqbol completing the inquiry report had recommended FIR
against the society’s president Sardar khawaja and other four office
bearers.
However, the FIR has not registered any FIR, another source said. The
NBP Cooperative Housing Society was approved by the then president NBP
during the late 1982 for the officers. Earlier the land was being used
by the bank for agricultural experiments form.
However, the land could not be developed and many of the members had
to sell their plots on the throw away prices while many of the members
are said to have died. It is said that a group of a few members has
managed to purchase these plots from the members and now they are
possessing more than one plots each. It is informed that the practice
still continues. Sources said that total land is 200 canals consisting
at least 837 plots of 10 marla each.
