Maintain a peaceful environment during Muharram-ul-Harram: IGP Muhammad Tahir

Inspector General of Punjab Police Muhammad Tahir said that to
maintain a peaceful environment during Muharram-ul-Harram, four
layered security shall be provided to Majalis and processions in
sensitive districts by utilizing all the available resources , modern
technology and comprehensive search through metal detectors, checking
by walk through gates shall be ensured with CCTV monitoring and video
recording. He further said that special control rooms should be set up
for monitoring of security arrangements in all districts for
Yom-e-Ashoor. He said that plain clothes commandos should be deployed
for security of Majalis and processions and he directed to deploy
snipers on roof tops of the buildings on the routes of sensitive
processions and Majalis. He directed officers that all RPOs and DPOs
should supervise security plan of main processions and Majalis
themselves in their respective regions and districts and also visit
field personally to examine the security arrangements and also brief
the officials deployed over the security about sensitivity of their
duties keeping in view the current circumstances so that they may
perform their duties with full zeal and diligence. He further, said
that the schedule/timings of processions and Majalis should be ensured
strictly and search, sweep, combing and intelligence based operations
should be conducted in the vicinity of processions , Majalis and
sensitive Imam Bargahs in all districts of province on daily basis. He
expressed these views while addressing to all RPOs, CPOs and DPOs via
video link conference held at Central Police Office. On this occasion,
all RPOs and DPOs briefed IG Punjab about security plan of Muharram.
In the session IG Punjab was told that in all the districts of Punjab,
more than one 1,40,000 officers and officials will perform security
duty in 7763 Shia Masajid, Imam-barghas and other sensitive mosques
and Ibadat Gahas.  A total of 139402 officers and officials will
perform security duty for 36638 Majalis held during Ashra-e-Muharram.
The personnel will include 1038 Gazetted officers, 1803 inspectors,
4431 sub-inspectors, 9094 ASIs, 15959 Head constables, 107077
constables, 37204 Police National volunteers, 5590 special police and
90930 volunteers will perform the duty. Likewise, for 9482 processions
of Ashra-e-Muharram 137232 officers and officials will be deployed
that will comprise of 781 gazetted officers, 1907 inspectors, 6135
sub-inspectors, 11217 ASIs, 12803 head constables and 104389
constables while 28328 police national volunteer, 5649 special police
and 56375 volunteers will also assist police.

IG Punjab while directing to senior officers said that screening and
scanning of routes shall be completed at any cost before the start of
processions of Mohram-ul-Haram and vendors and shopkeepers in
surroundings of sensitive processions and Majalis should be checked
thoroughly. IG Punjab directed CCPO Lahore, all RPOs and DPOs that it
should be ensured that no official deployed for security of Majalis
and processions leave his duty point until the last mourner leaves the
place of Majalis and procession. He further, said that provision of
food and water to officials deployed over security duty should be
ensured on time. He emphasized that no mourner should be allowed to
enter into Majalis and processions without checking through metal
detectors and walk through gates. IG Punjab directed RPOs and DPOs to
strictly ensure implementation of Wall Chalking and Loudspeaker Act
during Muharram-ul- Haram while a strict vigilance should be kept on
activities of individuals in fourth schedule and defunct
organizations. He further said that police officers should keep a
close coordination with local peace committees of imambargahs and
Police officers except performing their duties, should also take
benefit from members of peace committee so that there should be no
deficiency in security arrangements. IG Punjab further said that
proper traffic plan should be devised keeping in view the timinings of
processions and majalis and he ordered to ensure smooth flow of
traffic on Youm-e-Ashoor and other major processions. Additional IG
Welfare and Finance Tariq Masood Yasin, Additional IG CTD Muhammad
Tahir Rai, Additional IG Special Branch Muhammad Farooq Mazhar, DIG
operations Sajjad Hassan Manj, DIG PC Dr. Inam Waheed with other
senior police officers attended this conference.
